My guess is that they’re talking about neuroplasticity (the ability of neurons to adapt to changes by changing their activity and function). When part of his brain was no longer able to control his legs, other neurons were able to take over that function. My guess for the therapy part is that therapy helped develop and strengthen the neural connections needed to accomplish this
