Quite simple really. Imagine you just painted your wall. Say you painted it......Red. Then someone comes along and draws a dong in lime green spray paint. You're going to have to pay for another coat or two just to hide it. It's considered vandalism. However, there are plenty of people who would pay to have someone paint their walls. You simply need owners consent, otherwise it's vandalism. Plain and simple.
