 I feel like owls would fluctuate, because foxes could kill owls when they're not expecting it, but owls could potentially kill foxes.

Many animals feed on krill, of course. If there weren't any krill for the squid, they could try to find other small animals such as crab, shrimp, etc. But they could also die from seals. So I think the pop. of squid would fluctuate as well. 
I'm so bad at explaining things ._.
