Alright, so do you think the Prussian soldiers who get trapped in the basement are the good guys or bad guys according to the narrator?
Actually let me rephrase that, the Prussians (aka Germans) are fighting against the French. So how does Berthine and the rest of the town react and respond to having Prussians? And notice that your question asks about the narrator. The narrator has a different perspective than the rest of the town. Berthine only fed the Prussians because she was vulnerable and had no other choice but to let them in and feed them.
