I have a couple of thought (1) "traditional aspirations for economic autonomy and local self government" sounds like a conservative approach (2) "and a sense that only the national state would curb the power of the corporations and make American society a 'united brotherhood of free men'" -contrasts with conservative view, brings forth state control on the power of corporations (regulations) and the notion of a collectivist attitude 'making a brotherhood' with 'freedom' which connects with giving the majority 'more' (movement of wealth/$$$, socialism)
And the whole bit about Populists rethinking, he obviously thought they were innovative
