the answer choices aren't well written but I'll go through and explain the wrong choices

1. product concentration is always increasing ---> false, because the blue line levels off after a while
2. reactant concentration is always decreasing ---> again false because the red line also levels off after a while
4. reactant and product conc. are never equal ---> false, because there's a intersection point where they are equal

so by process of elimination it's 3 (although I wouldn't really word it like that, "become balanced" should be written as "reach equilibrium)
