Firstly. We must address that Thutmose III was renowned for being one of the greatest military leaders and strategist of the Egyptian empire. That being said, there is no contextual evidence to suggest he was merciful to those he conquered. His methods were invading city states and eventually gaining the enemies submission. This would be quite ruthless, given that those cities would be mostly citizens. Secondly, he launched at least 16 campaigns that have been recorded, and was victorious. It's safe to say he had a strong army. Thirdly, he did not unite lower and upper egypt. (This was done by Menes aka Narmer.) Finally, being that he did conquered many nations, he greatly expanded the Egyptian Empire. He is by far the most notable for this. So I would say that the answer is D.
