Took a little brainstorming, nut the answer to part one is the composure of the planets atmosphere.
Two planets you can compare is mercury and earth. Mercury being so close to the sun there is no ability for an atmosphere to form. Half the planet facing the sun is liquid hot, and the half not facing the sun as freezing cold. In other words it cannot control and maintain its temperature. On the other hand, Earth having an atmosphere with gasses great at maintaining heat the earth holds a better "goldilocks" temperature.

This is due to the fact that venus contains mostly greenhouse gasses in its atmosphere, and its close proximity to the sun, it maintains a high temperature. So high that it is the hottest planet in the solar system.
