This is a biased research question. Firstly, those of us that favor Dragon Ball are naturally going to pick goku, and those of you that favor Naruto will obviously go with naruto. Therefore, no one here is qualified to give an unbiased opinion on the subject. The only way to determine a result is analyzing their abilities and more importantly, the abilities of those they've defeated and how easily. Then their weaknesses is also important to note. How much energy it takes to turn Ultra Instinct, and for how long it can be held, and whatever that thing Naruto does with his eye.

Too slow. Also, even a jump force fight wouldn't portray accuracy. Goku could be overpowered as hell and Naruto could be extremely under-powered in the game, and as long as the players skill is good enough Naruto could still win. It relies entirely on player skill at that point.
