Why didn't the Hoover Administration respond more strongly to Japan's invasion of Manchuria?

Well, according to history, the Hoover Administration was currently working on the Depression, so they already had a lot on thier hands. They also, in a way, opposed what the Manchurian Invasion were doing, since they opposed economic sanctions.

However, I think the simple answer would be they were busy with the Depression to pay full attention to it.
