Fascism is essentially when the government becomes overtly oppressive in terms of its dealings with its citizens. They will usually silence speech, and do many totalitarian activities on the basis of nationalism. Thus you can cross out C. Mussolini was anti-Communist, so we can also cross out D.

Democracy is essentially where the entire population participates in government, by electing its politicians for example.
