If I remember correctly, City beautiful was a global urban philosophy from Beaux art school where architects are asked to use post-modern architecture, and lower the chaotic industrial centers of cities by incorporating more art and environmentally friendly structures.

It never had anything to do with classical greek/roman architecture. I'd say C.
