CO3 2- has a bond angle of 120 degrees so it's thus three fold. It's because of the

sorry it cut off it's because of the Valence e- not following the octet rule so they bond at an angle. I'm nnot sure how to explain the improper rotation axis I didn't cover that in my class as yet
