Did you teacher tell you what "levels of government" are because they're multiple interpretations of this. Like national, state, local, or judicial, executive, legislative, or department of homeland security, labor, finance, or bureaucracy etc.

Technically even the Fire Department can be considered a "level of government" cause they're classified as part of 'municipal government'

If your teacher is flexible enough:

"I believe the fire department should be involved in security from foreign enemies because they put their lives in danger for the people so they're the most trustworthy, most unlikely group of people that will be prone to corruption. And they can defend our country using the power of friendship, love, and radioactive liquid nitrogen hoses." They can also launch offensives against foreign enemies using their "fighting fire with fire" technique." and so on.

The department of education could also be considered a "level of government".
"I believe the department of education should be involved in security from foreign forces because the education system of America has made our millennials to be the smartest generation ever made, and they can win every debate against foreign enemies with their knowledge and skills of internet hate-speech, fast critical thinking with acronyms such as "lmao Evil", and intense realistic battlefield training in 24/7 online gaming in fortnite."
