You got Rough ER and Golgi apparatus mixed up.

Rough ER is involved in the synthesis of extracellular proteins. It's called rough Er bc it has membrane-bound ribosomes attached to its surface that make it seem 'rough'.

Golgi apparatus is like, in layman's, the local USPS center for mail carriers. It tells proteins where to go and sends them on mail carriers. But that's not the only job. It does glycosylation, ubiquitination, and several other post-translational modifications. That's kind of like adding the registry stamp to the mail on the way to receiving it.
