Theories as to why starbursts are so juicy?
My theory is that the candy utelizes flavoring and your saliva to give you the ffect that they are juicy.

Starburst originated in the early 1600's by a man named Edwin Starburst. He saw a shooting star and immediately fell into a taffy like substance and decided to combine the two. Of course in order to get the juicyness to peak levels witch craft had to be used which was unfortunate for Edwin because he lived in Salem. Needless to say Edwin was found guilty of all counts of accused witch craft and was thrown off a cliff. His surviving relatives kept the recipe "under wraps" for centuries until the late 20th century in which they released this wonderful candy upon the populace. Very few know the tale of Edwin Starburst, but it explains how starbursts are so juicy.

Perhaps a more psychological explanation: Flavor is not dependent on just gustation, but also sight and olfaction. Like Angel said, the sight or smell of the starbursts can push our perception and brain to make our mouth water. This would also fall under a theory of emotion/perception. Along with that, our tongue has around 10k chemoreceptors which in the presence of the sugary starbursts release enzymes to break it down. That can cause a juicy sensation. Candy makers probably consider that and choose extremely reactive sugars in their candy to induce that reaction.

In some cases yes, in some cases no. This traces back to the Just Noticeable Difference theory. Let's say we have two identical-colored starbursts. They also emit relatively the same smell. However, they taste completely different. One will have the typical taste, while the placebo tastes like hmm water. People will still react with the same mouth-watering effect prior to eating and during eating. Majority of people will report it as juicy in taste and if not, the typical taste.
