In Greece 500 men were randomly selected to be the sort of congress or government for that city-state. In Rome Consuls which were like the highest office one could hold were elected by the people of Rome. These candidates would often give bread and circuses to the people who were quite literally starving in order to get elected. This is why in politics the term "bread and circuses" exists. It basically means that you're just doing something to get elected as opposed to having good policies. In Greece of the 500 men no one man had more power than another where as in Rome there were separate offices. Hopefully this helps!
