To change something from gas to liquid, you need to add significance to the intermolecular forces. For ideal gases, based on the kinetic molecular theory, there are no IMFs in a sample of any gas (which is why they are 100% miscible and soluble in gas-gas solutions in case you were wondering). That can happen by increasing pressure to the point the vapor pressure is BELOW the atmospheric pressure or lowering temperature.
