I'd say Equal Footing because Equal Footing means equality of the states. This section gives the same status to all the sates of the Union, i.e. none state may rule over the rights of other, but all the states are under the same terms. With this all new state that was admitted to the Union would be in equality of terms with the other states. I hope this helps you ^-^
