A function is a function when a specific x value returns a specific y value. In other words, each x value must have one corresponding y value and one y value only UNLESS there is an asymptote, in which in any case, certain x values will never return a y value. 3x+17 is a linear function with one input and one output. Thus, it is a function. You can also perform the vertical line test on a curve. This will show whether or not each x value has only one output. If more than 1 point on any given curve crosses the vertical line, then the graph fails the vertical line test and is thus not a function.
