With B, by 'maintaining eye contact' you establish trust and confidence with the audience. Yet, there's a lot of people in an audience. Can you make eye contact with everyone? However, if you've ever noticed Trump in rallies: he points out into the audience in-between clapping. People feel validated by this.

With C, when you repeat words you drive home the point that you're trying to get across.

As I mentioned earlier, when you vary your tone of pitch, you keep the audience engaged. Your tone informs the audience of whether if they ought to be excited about what you're saying, or taking something seriously.

Like if you've ever had a friend or family member tell you a joke, and their voice changes as they reach the climax, that's them telling you 'it's coming.' A lot of info is not what you say, but how you say it.

One way to answer this question is pretty simple. For example, option A, varying your tone of speech, try it out in real life and see whether or not it sounds rhetorical. Although doing that can sound rhetorical, in some ways it can sound like you're urging the audience to respond. My best guess is subtle repetition, the more you repeat it (in a given number under 5x) the more it makes it sound like you already know the answer. It makes the idea clearer and more sensible. Maintaining eye contact is just creepy... it's an entire audience, you can't focus on only a few of them. Talking too slowly or too fast makes you sound stupid. So...
