justus:

What is the difference between individual-rights and public-order advocates.

justjm:

They promote relatively opposite ideologies. Individual-rights advocates emphasize individual rights (which are vested in the US Bill of Rights) and believe in protecting the individual from the gvt. However, Public order advocates believe in the individual sacrificing his/her virtues for the welfare of the society (ie issues in security). They're the exact opposite in a way, because individual rights advocates believe in the government compromising for individual rights, while public order advocates believe in individuals compromising for society essentially. But most of this reform movement is history, like the civil rights movements throughout the latter 20th century. It's still there in a few pockets and you can see them in the news occasionally.
