It's a poorly written question, and I remember one of your previous questions also used poor analogies. But anyhow, I would've gone for "The transfer of information in the same format and in a different language." --> Option C.

This is because in gene expression, especially transcription in our interest, codons are the same. Codons are analogous to 'format'. There are 3 nucleotide bases for each DNA codon, which is has an mRNA formed using RNA polymerase. Hence, the 'format' is the same.

The language changes in transcription. You have DNA as the original strand, which with RNA polymerase, is changed to mRNA. mRNA has a different nucleobase for T, which is U. Hence, the 'language' is different.
