Are police officers who accept a free cup of coffee corrupt? Why do you think a few police officers become corrupt? What steps do you think police departments should take to ensure their officers maintain their integrity?

Shadow:

I think the legal definition of bribery is an explicit exchange of services. For example, if I give a free cup of coffee to a police officer, that's fine. In a different scenario, if I offer him a cup of coffee in exchange for looking the other way on a ticket, that's bribery. Corruption is rooted in egotism and the feeling of being undervalued. So proper accommodation in the form of respect for police officers in both salary and public thought (aka media saying police officers are racists/black killers). I also believe there's a top down approach, since the police department is an extension of the executive branch. When your politicians are corrupt and the people don't hold them accountable, why should the police do the same? These are ordinary guys in our communities, who if not given the right tools by politicians (funding, proper equipment, etc), they'll take things into their own hands, and how they see fit. Establish proper authority and the order will dictate downwards.
