2. If IF means Intermolecular forces (I've typically seen it abbreviated as IMF, so I was scratching my head here for a moment), I was rather going for liquid. Here's why

Gas (and plasma) - By the KMT, the IMFs of IDEAL gases are practically absent. Even in real gases, where the pressure is extremely high, the IMFs are present but relatively very weak. Yet, the KE of gases are very high, because their molecular collisions with the container is high. So, IMF<KE with gases and plasma
