I can certainly eliminate option B - to encourage more trade with foreign countries Why did I eliminate it? Tariffs are a form of trade restrictions, which actually limit global free trade. So, it would be contradictory to choose B because high tariffs do not encourage more trade with foreign countries. So you're left with A and C, which one do you think? I think for this you'll need to know the historical aspect.

You know honestly, I think it is A too, because the point of trade restrictions are to protect domestic jobs and corporates from the unbeatable competition abroad. At the same time, C is also kind of correct. America in the past and even today is the number 1 producer in agriculture across the globe, and this was because America did and does not accept much agricultural trade from abroad. This increased agricultural products, and hence profits. And of course, supply makes its own demand. Basically I'm not sure. I'm leaning more towards A but C has a valid point too, and I don't want to get you wrong. I think it has something to do with the history aspect, so I'd refer to someone else at this point who is conceptually strong in history. @Isry

eh after re-evaluating I'd just go for A. My reasoning for option C has its variants.
It’s definitely A. The north was an industry based economy so they would favor higher tariffs because then the south couldn’t buy their goods from other countries. This forced the south into paying for northern goods which kept the northern economy afloat. Hope this helps!
Your reasoning for C is solid @justjm but it’s in the context of all of America whereas this question is asking specifically about the north. The south was the breadwinner both literally and figuratively for America for the early part of American history.
