@kittybasil 's link & quote she shared basically says the answer.
Also on a logical perspective, the development of vast infrastructure across civilizations only means that civilization is more vulnerable to being involved in conflicts, and getting in other wars. We can't say that development would lower conflict because that rarely happens.
But agricultural development does lead to urban development of 'large settlements'
