Between A & C, try to consider which of these situations is more likely to result in light bouncing off a surface.

I think it would be C, to be more likely to result in light bouncing off a surface. So that would then make the answer B ? right ?

hm? Nah, it wouldn't be B (if you shine light on water, it'll bounce off the water) like I said in the previous post, you correctly narrowed it down to A and C, and now that you've eliminated C, A is the solution c: light could *theoretically* reflect off something in space, but it's much less likely/would take a lot longer than reflecting off a lake
