So I went to google and found this, "The Mayans developed a hierarchical government ruled by kings and priests. They lived in independent city-states consisting of rural communities and large urban ceremonial centers." - https://www.webpages.uidaho.edu/

This means that the answer can't be A, because they live in city-states as their government

This states that they organized in city state, limiting us to B and C. But it says they were ruled by kings making our answer B
