Well firstly, prison, in general, isn't very effective.
The point of prison isn't rehabilitation (though it's supposed to be), it's mainly to keep criminals away from the public.
Parole is usually awarded for good behaviour, to continue their good behaviour, correct?
Like you mentioned above, prison doesn't effectively rehabilitate prisoners, which is definitely the problem. If there was proper rehabilitation strategies put in place for every prisoner, parole may be more successful; however, parole right now is purely based on trust and observation.
