I believe your gut choice is correct. When Kennedy was presenting this particular speech, he was trying to support the idea of true equality between blacks and whites. He was trying to make it known that yes, they are no longer slaves; however, they are still mistreated by society. That what they are going through is not following the rules of freedom.
