According to the fandom, 
 
They're obtained by pulling weeds on Cowboy Junction. Two scrolls require this essence: Roxie's Domestic Scroll, and Old West Scroll. Each needs 10 tires to complete. You get 2 tires on the second tier of pulling weeds.

According to what I can pick up, it most likely gives it to you once you are their best friend. I can't say what to do after that. I don't see anything else beyond that on the fandom.
