Nested IF issues? (Not SWITCH sorry)

How should I work on this? There are too many parameters for IF to work, unless $\lt$ or $\gt$ symbols factor in, and I'm not sure how to implement SWITCH (which worked in the last few steps, ~~see previous Question post~~)...

Solved the first half of the problem with nested IF and relative reference. However I cannot get the nested IF to work with the second half's parameters. How exactly would I formulate "not living with their parents" (household income is equivalent to income wage)?

Setting the 'test' expression as B2:B2500=C2:C2500 or B2=C2, for example, doesn't work.
Does anyone have tips?

Edit: It doesn't work and instead yells at me that I "have 4 arguments" instead of "[e]xpected between 2 and 3 arguments"
