Here they're asking what obstacles or difficulties they would encounter in calculating accurate fatality rates for COVID. Basically: "what stops us from getting accurate results on death rates?"

This site is for helping others with homework, and we're here to help you :) The second part is trying to ask what might stop somebody from trying to get accurate death rate results. That means anything that wouldn't get you an accurate answer. Here's an example: We don't know exactly what the death rate is because not everyone who dies from Coronavirus reports in. Plus, some of them might be wrong because the people died from other diseases, but the hospitals wrote "death by Corona" or something, instead.
