Im sorry but this is a misconception. DO NOT cut out fat and carbohydrates in her diet, carbohydrates are essential in performing Physical activities and is a source of energy in general, carbohydrates won't make you fat but an excess of carbohydrates will(anything that is excess is bad for you) Fat WILL NOT make you fat, if anything it helps you lose fat especially if it is Mono and Polysaturated fat such as those coming from Salmon, Avocado, Olives etc. (Also known as 'good fat') Also, the reason why I said a 20% caloric deficit instead of a specific number of calories is because everyone has a different normal daily caloric intake depending on their Sex, height, weight and Physical activity. "1800 calories a day" could be excessive or too little for the wrong person. If there is anything you should be cutting from your diet it should be Sugar(Use apps such as MyFitnessPal to find out about your intake needs) Trust me on this one, if your goal is to lose fat your priority when it comes to training should be 1. Strength training(weights) 2. Cardio No, it will not make you "accidentally bulky" if bulking up is not your goal. It is your way to a well toned and fit body. If anyone is doubtful about anything that I have mentioned, you could do a simple search and source check on Google, make sure your source is legit and do your research properly. I have seen alot of these type of false information getting passed around and I hate seeing people following these and ending up failing and being depressed.
