It would be helpful if you could provide the speed of sound given in the problem. \(\ddot{\smile}\) In any event, you should remember what a 3rd harmonic is and how its wavelength relates to the total length of the pipe. Perhaps a sketch of the wave and the pipe would be useful in order to do that.
