I don't know what the overarching article is, but the first paragraph is talking about how even though the Mayans were good at utilizing the environment, they still abused it too much and ran themselves into the ground The second paragraph seems to suggests that either the Mayans choices in the past are having some impact on today, or that Guatemala is seeing a repeat of human's choices causing large scale environmental consequences.
