I'd say that the best approach to this is to see if you can find any resources that will allow you to research work that other representatives to the UN from Costa Rica have written and submitted to the UN. If you are unable to find this, then perhaps you can look for resources for any country that have submitted documentation to the UN for environmental related topics. You should be able to find at least one article what letter from a country that has submitted documentation to you in explaining their environmental practices. And this way you will at least have an idea a of how to properly structure and format the document that you will be writing. Furthermore you should also find some resources on Costa Rica's current environmental practices and regulations and use that as a means to develop your letter to the UN.
