But an election is not the process by which to redistrict. A filibuster is a process by which something is delayed. So for instance if a bill is in congress and one party doesn’t like it they might filibuster to waste time and stop it from getting through.

Gerrymandering is the process of redrawing districts in favor of a certain political party. So this has the most influence on districts thus making it the correct answer.
