it tells you that
stem 2 and leaf 2 ---> represents 22

that means every stem value represents 10 and every leaf value represents 1

so starting with the first row of the table
stem leaf
0 8

this represents (0 * 10) + (1 * 8) = 8

next row:
stem leaf
1 0 4 7 7 7 8 9

these represent 10, 14, 17, etc.
