sorry to say, but that is not the answer....I have had US History and am currently taking a class where we study this, and your interpretation is incorrect. The text says, "That whenever any Form of Government becomes destructive of these ends, it is the Right of the People to alter or to abolish it." This is saying that if the people's rights do end up being violated by the gov't, they can change or get rid of the gov't. Soooo, the answer is actually the second option--abolish their government
