well, I think it's checks and balances because the Framers of the Constitution wanted the powers of each branch to be separate, but also not absolute. The Judicial branch has Judicial Review, meaning it can review Congressional laws to see if they violate the Constitution or not. so yeah, based off explanations, I think it is checks and balances.
