When the Framers made the Constitution, they wanted to separate the powers of each branch, but also put them in accordance with one another. for example, although the executive branch commands the military, only the legislative branch can declare war and make funds available to pay and provision the army. In the Constitution, the Executive Branch was given the power to Negotiate Treaties and the Legislative Branch was given the power to Ratify Treaties.
