they are setting off the extra information. like for example, in the sentence i used for an example, we already knew it was about her sister right? well i used dashes to separate the extra information (her name) from the rest of the sentence. the information after the dash is going to be things you do not need in the sentence for it to be a complete thought.

My guess is the last one but i'm not sure why. It just confusing as to why there is a comma after "I over"
