ok look we are going to eliminate the first choice you listed and the third. this leaves Federalism and Parliamentary Democracy. the question says that the Constitution gives the federal some of its own powers, the state gov'ts have some of their own powers, as do the local. so, there are certain powers given to each level of gov't by the Constitution. which one of these answer choices has these ^ words in the definition?
