When the boat is traveling upstream it's going against the current. You could structure it as 9 - c, since it goes at 9mph in calm water, but the current would slow it down, so you subtract from it. As such going downstream, you'd add the velocity of the current to the speed of the boat in calm water, making it 9 + c Then you can apportion their respective times to each, 4hrs to upstream, and 2hrs to downstream.
