and she has to make two scarves that are each (1 and 3/4) yards

first, multiply 1 and 3/4 by 2. there's two ways you could do this
1. convert 1 and 3/4 to an improper fraction, then multiply by 2
or
2. re-write (1 and 3/4) as (1 + 3/4) and use the distributive property

2(1 + 3/4)

however you do this, after you're done, compare your result to 2/3 to see which fraction is bigger
