well, Congress has many powers.

These include:
approving treaties that have been negotiated by the executive branch
declaring war
making laws
they approve presidential appointments
impeach federal officers
raise and provide public money/borrow money
establish post offices
they can tax and spend for the defense and welfare of the country
coin money
make bankruptcy laws
give patents/copyrights
create courts under the Supreme Court
raise and support an army
organize a militia that is armed and disciplined
maintain a Navy
