This is kind of a poorly written question b/c it doesn't tell you which one to treat as the independent variable but from my research on this question, they want you to treat hot peppers as the independent variable (x) and caramel corn as the dependent variable (y) anyway, take the general equation y = kx where k is the constant of proportionality. take any set of (x,y) values (for example, the first row in the column is hot pepper = 5 and caramel = 8, so plug in x = 5 and y = 8 into the equation) and solve for k
