Every time i try to subscribe to QC the page is restricted,,Is there another way i can subscribe??

And then afterward, you're scrolling past the Sub perks list and pressing Subscribe there, correct?
It should bring you straight to the PayPal website to continue your purchase.

No, unfortunately not that I know of at the moment.
Perhaps when you use a phone or tablet that's not school-owned, this process will be successful for you. :)

its just the normal restricted page

Meaning the school most likely restricted those payment websites.
At least it's easily accessible by another device. :)
